Identity of the Organization
Empowerment Linkage for Poverty Palliation (ELPP) is the organization that was registered by the Registrar on 15th January, 2018 in accordance with the Non-Governmental Organizations Act No. 24 of 2002. ELPP formerly (2007) registered in the name of Capacity Building Initiatives for Poverty Alleviation (CABUIPA) is an NGO dedicated to empower the community to overcome poverty and injustice. Its Registration Certificate Number is: 00NGO/0009454 and its Tax Identification Number (TIN) is: 135-628-481.
Leadership and Management
ELPP has Board members who are responsible for major decisions that include development of strategic objectives and future directions for the organization, appointment and supervision of the senior staff, review of staff and donor contracts . They meet quarterly to fulfill all above stated responsibilities while the regular consultations are made on day-to-day between the board chairperson and the management team. The management team consists of the, Executive Director, Programmes manager, Administrator/ Accountant and Departmental in charges. The Executive Director is an overall in charge of day-to-day organization issues , the programmes manager is the overall in charge of programs and administrator/accountant is the in – charge of finance, administrative and support staff. Programmes are headed by programs coordinators who are directly line- managed by the programmes manager. The management has put in place the key policy documents. These documents include: The strategic plan, financial policy, procurement policy, staff code of conduct, fundraising strategy, and Human Resource policy.

ELPP team has different experiences and technical capacity able to provide capacity building to other stakeholders. Our services include but not limited to the following list. Facilitating Organization Development, Carrying out Organization Capacity Assessment, Strategic Plan Development. Needs Assessment, Mid and End-line Programme evaluations, Facilitation on Social Accountability Monitoring and Public Expenditure Tracing (PETs), Facilitating NGO Management / Leadership Courses, Facilitation on grant management, Proposal Writing, Project Cycle Management, Result based Management, group leadership, Facilitating business plan development, entrepreneurship and business Skills
Human Resources
ELPP employs personnel depending on the available projects/programmes. However, currently ELPP has a full time 6 staff members with vast experiences in different fields where by even incoming staff are adopting experiences. Moreover, the board members include people with different disciplines, professions and occupations such as Agriculture specialists, Medical practitioners, Lawyers, Planning / Community Development Officers and Social workers. ELPP has experiences of working with local and international development partners and ensuring transparency, monitoring, evaluation and social accountability. As a reputable Tanzanian NGO, ELPP is very keen to continue the process of capacity building and community empowerment to community members and other institutions. ELPP works also with more than 700 community based volunteers including community animators, community change agents, para-legals, WhatsApp groups. Part time consultants include: Agriculture specialists, Medical practitioners, Lawyers, Community Development Officers and Social workers and Government extension officers.
